Let's start something in Washington (PA)

Just down Interstate 79 in Washington, Pennsylvania, city leaders are getting serious about redding the place up. Observer-Reporter columnist Byron Smialek proposes a "ground-level clean-up campaign" to go along with the demolition of vacant structures.
